The 2016 California Building Code (2016 CBC) includes Section 1226, regulations for outpatient clinics, required by the State of California to comply with the amendments identified as OSHPD 3. These regulations apply to specific types of clinics including clinics that provide outpatient clinical services of a hospital within a freestanding building.
Attendees will gain an understanding of the correct application of Clinic Requirements of the 2016 California Building Standards Code (CBSC), and about differences in regulations between the OSHPD 3 clinic types listed in the 2016 CBSC.
a) Become familiar with the 2016 California Mechanical Code and 2016 California Plumbing Code minimum code requirements (Mechanical and Plumbing provisions)
b) Become familiar with the 2016 California Electrical Code minimum code requirements (Electrical provisions)
c) Become familiar with the 2016 California Building Code (CBC) minimum code requirements, (CBC 1226 Outpatient Facilities, OSHPD 3 and relevant 11B Accessibility sections)
d) 2016 CBC Section 1224 general Architectural provisions that apply to medical facilities.

Speakers:
Eric Jacobsen, AIA, AAH, Senior Architect, OSHPD Building Standards Unit
Eric Jacobsen has been with OSHPD for the past 6-1/2 years, responsible for the development of building standards and code requirements (CBC) for hospitals, skilled nursing facilities, and licensed clinics throughout California. Mr. Jacobsen has also been responsible for the plan review of the clinics submitted to OSHPD for certification of compliance with OSHPD-3 requirements. Eric has taken responsibility for OSHPD’s Code Application Notices such as CAN 1-7-2100 “Clinics” and CAN 2-11B “Accessibility in Health Care Facilities.” He has presented OSHPD-3 training to various groups throughout the State, including AIA Chapters, ICBO Chapters, and numerous Building Departments. Prior to State service, Mr. Jacobsen was in private practice for 30-years as the Principal Architect of a multi-disciplined firm in the Bay Area, serving Federal, State, County & Local governments, agencies, districts and private clients with over 750 projects, including Primary Care Clinics.
Connie Christensen, AIA, Senior Architect, OSHPD Building Standards Unit
Connie Christensen has been with OSHPD over five years, starting in the field as a compliance officer in the Coastal Region, and moving to the Building Standards Unit, where she is responsible for the development of state building code requirements for hospitals, skilled nursing facilities, and licensed clinics. Ms. Christensen’s additional responsibilities include plan review for surgical and specialty clinics under OSHPD jurisdiction, providing code research and interpretation technical support for plan review staff, assisting Skilled Nursing Facility clients with navigating the plan review process, coordinating the development of the “How-To Guides” for SNF maintenance and repair projects, and most recently, working with the Hospital Building Safety Board’s Education Committee on a webinar series for medical design professionals. Prior to state service, Ms. Christensen spent 27 years working in Sacramento architectural firms as a licensed architect, with a variety of project types including: residential, commercial, transit, historical reuse, accessibility evaluations, industrial plants, schools, and healthcare facilities.
David Mason, PE, Senior Mechanical Engineer, OSHPD Building Standards Unit
Dave is a licensed professional mechanical engineer who works in the role of technical lead for the mechanical engineering staff at OSHPD. In this role, he works to stay current on research to improve the prevention of hospital acquired infections, acts as a technical focal for fellow design professionals and staff, and drafts OSHPD amendments to the California Mechanical and Plumbing Codes. He has been an employee for the State of California since 1999, and has designed approximately 300 projects. His work prior to A&E consisted of aerospace engineering where he did stress and fatigue analysis on Boeing Commercial aircraft, military aircraft and satellite structures. He is a graduate of Cal Poly, SLO.
Chris Dickey, PE, Senior Electrical Engineer, OSHPD Building Standards Unit
Chris Dickey has been with OSHPD for six years. In his current position as Senior Electrical Engineer for the Building Standards Unit, he develops changes to the California Electrical Code, assists with interpretations, and performs plan review. In addition to his OSHPD experience, he has 25 years’ experience in the operation, design and construction of health care facilities. His prior experience includes biomedical equipment technician, facilities manager, project manager, and facilities director in several health care facilities. Chris obtained his BS in Electrical Engineering from CSU Sacramento, and MS in Operations Research from Columbia University. He is a registered Electrical Engineer in the State of California.
