In his nearly 40 years as a practicing architect Mr. Hart has lead design teams as programmer, planner, and designer on large public buildings. In 1999 He was appointed the Architect of the Utah State Capitol and oversaw the historic restoration and base isolation of Capitol as well restoring the original plans for the site proposed by Olmstead in the early 1900’s. In 2010 Mr. Hart joined MOCA and created the firm’s State and Local practice. Since that time MOCA has become the leading program management firm for capitol restorations in the United States.
